I've checked your page. I think you are missing to entry the text for each tab. Please check again.
About adding the border to tabs, you can open LESS CSS file in this path: ROOT/templates/business_plan_ii/less/theme.less
And add this code to the end of file:PS: You can change #CCC to color you want to use.
